Pursuant to a congressional request, GAO reported on the Navy's personnel management demonstration project at two of its laboratories, focusing on the project's relevance to the proposed Defense Industry and Technology Act of 1988 (S. 2254). GAO found that the project: (1) changed position classification, performance appraisal, and pay procedures; (2) allowed greater managerial control over personnel functions; (3) expanded employee opportunities; (4) demonstrated the workability of and general employee satisfaction with a pay-for-performance system; (5) increased salary costs by about 1 percent each year; (6) showed that line managers could properly make personnel decisions; and (7) did not provide sufficient data to support the Office of Personnel Management's (OPM) conclusion that it successfully met its objectives of enhanced laboratory effectiveness, greater managerial flexibility, improved employee recruitment and retention, and applicability to other organizations. GAO also found that the proposed legislation would: (1) enable the Department of Defense (DOD) to apply this alternative personnel system to its acquisition and logistics employees; and (2) include a budget-neutral implementation of the system, with no net increase in salary and administrative costs.

Dream Hoarders sparked a national conversation on the dangerous separation between the upper middle class and everyone else. Now in paperback and newly updated for the age of Trump, Brookings Institution senior fellow Richard Reeves is continuing to challenge the class system in America. In America, everyone knows that the top 1 percent are the villains. The rest of us, the 99 percent—we are the good guys. Not so, argues Reeves. The real class divide is not between the upper class and the upper middle class: it is between the upper middle class and everyone else. The separation of the upper middle class from everyone else is both economic and social, and the practice of “opportunity hoarding”—gaining exclusive access to scarce resources—is especially prevalent among parents who want to perpetuate privilege to the benefit of their children. While many families believe this is just good parenting, it is actually hurting others by reducing their chances of securing these opportunities. There is a glass floor created for each affluent child helped by his or her wealthy, stable family. That glass floor is a glass ceiling for another child. Throughout Dream Hoarders, Reeves explores the creation and perpetuation of opportunity hoarding, and what should be done to stop it, including controversial solutions such as ending legacy admissions to school. He offers specific steps toward reducing inequality and asks the upper middle class to pay for it. Convinced of their merit, members of the upper middle class believes they are entitled to those tax breaks and hoarded opportunities. After all, they aren’t the 1 percent. The national obsession with the super rich allows the upper middle class to convince themselves that they are just like the rest of America. In Dream Hoarders, Reeves argues that in many ways, they are worse, and that changes in policy and social conscience are the only way to fix the broken system.

This paper analyzes the relationship between income inequality levels and corruption levels. The hypothesis of the paper is that income inequality levels are positively correlated with corruption levels, and is based upon theoretical arguments on incentive structures specific to high-inequality societies. The paper proposes OLS estimation and 2SLS regression models for data analysis, using Transparency International's Corruptions Perceptions Index and the World Bank's Control of Corruption Index as measures of corruption, Gini coefficients as measures of income inequality, and includes additional economic, political and cultural factors. Regression analysis results on the sample of 126 countries support the hypothesis of a positive correlation between income inequality and corruption. The results suggest that redistributive measures to mitigate income inequality may curb the negative economic effects of corruption.

A fundamental question in social sciences relates to the effect of wealth inequality on economic growth. Yet, in tackling the question, researchers have had to use income as a proxy for wealth. We derive a global measure of wealth inequality from Forbes magazine's listing of billionaires and compare its effect on growth to the effects of income inequality and poverty. We find that wealth inequality reduces economic growth, but when we control for the fact that some billionaires acquired wealth through political connections, the effect of politically connected wealth inequality is negative, while politically unconnected wealth inequality, income inequality, and initial poverty have no significant effect.

The rise in global value chain (GVC) participation has coincided with significant changes in the distribution of wage income both within and across countries. This paper sets out to identify the linkages between these phenomena. It shows that GVC participation has a small effect on the distribution of wages and, when it has, it can reduce wage inequality when it concerns participation related to low-skilled segments of the labour force. This suggests that the potential tensions between equity and aggregate economic outcomes of GVC participation hold only in particular cases, namely when participation relates to high-skilled segments of the labour force. For policy-makers seeking to maximise the benefits of GVC participation, questions of a more equitable distribution of returns to workers might focus on skill-upgrading of low-skilled labour by promoting further tertiary education and development of skills.
