The goal of this study was to explore current management practices of Civilian Systems Acquisition Personnel and to compare it with the current Project Management Development Program to determine if a like system is feasible for Department of the Army civilians. The author first explains current management of DA civilians in Systems Acquisition. Next, current management of officers under the Project Manager Development Program (PMDP) and the Officer Personnel Management System (OPMS) is described and a comparison of the two systems made. Civilians in Systems Acquisition do not have a centralized career management agency. Rather, their careers are developed in the occupational specialty and career field.

The Hungarian artist-designer László Moholy-Nagy, the Austrian sociologist Paul Lazarsfeld, and his fellow Viennese Victor Gruen—an architect and urban planner—made careers in different fields. Yet they shared common socialist politics, Jewish backgrounds, and experience as refugees from the Nazis. This book tells the story of their intellectual migration from Central Europe to the United States, beginning with the collapse of the Habsburg Empire, and moving through the heady years of newly independent social-democratic republics before the descent into fascism. The relationship between race and capitalism is one of the most enduring and controversial historical debates. The concept of racial capitalism offers a way out of this impasse. Racial capitalism is not simply a permutation, phase, or stage in the larger history of capitalism—since the beginning of the Atlantic slave trade and the colonization of the Americas, capitalism, in both material and ideological senses, has been racial, deriving social and economic value from racial classification and stratification. Although Cedric J. Robinson popularized the term, racial capitalism has remained undertheorized for nearly four decades. Histories of Racial Capitalism brings together for the first time distinguished and rising scholars to consider the utility of the concept across historical settings. These scholars offer dynamic accounts of the relationship between social relations of exploitation and the racial terms through which they were organized, justified, and contested. Deploying an eclectic array of methods, their works range from indigenous mortgage foreclosures to the legacies of Atlantic-world maroons, from imperial expansion in the continental United States and beyond to the racial politics of municipal debt in the New South, from the ethical complexities of Latinx banking to the postcolonial dilemmas of extraction in the Caribbean. Throughout, the contributors consider and challenge how some claims about the history and nature of capitalism are universalized while others remain marginalized. Asymmetric non-financial information that flows up and down the various organizational layers of a company has a significant impact on both the long term sustainability of the organization and the related employment opportunities. Seldom is basic |civics| information included because most people believe it has no place in the workplace. They are wrong. Unfortunately, the average U.S. citizen doesn't care that they are ignorant to basic civics; likewise, the typical public sector politician doesn't seem to care; worse yet, the public education system demonstrates little interest. But, they should. This fact presents a clear and present economic danger to the livelihood of most middle class and poor citizens. Moreover, this fact puts corporate profits and investor returns which are the seeds for innovation in our economy squarely in the crosshairs. Further, because of this fact, the last decade has been America's worse since World War II. Thus, it is the responsibility of the private sector companies to ensure that free market capitalism system continues to provide citizens the benefits of employment and wages. Voter ignorance is a larger threat to corporate sustainability than |climate change| or political campaign spending, yet it is not on the agendas in corporate boardrooms. An electorate lacking basic civics knowledge and an understanding of private sector attributes can vote to fundamentally change our economic system and society. In fact, voters are well on their way to achieve that end. The private sector can mitigate this threat to our economic system. Private sector companies and institutional investors share a vested interest in helping to establish and maintain an informed electorate. They can no longer afford to sit on the side lines hoping the deleterious effects of social unrest don't reach their doorstep. They should be proactive in educating their employees who in turn will engage their friends and families. They can no longer rely on a failing public school system that doesn't even teach civics any longer to provide them their most important asset - educated employees. Social activists should partner with the investment community to encourage private sector educational initiatives. Many parts of social media are swiftly becoming sewers of ignorance that are already causing significant disruptions in the U.S. economy. Private sector companies struggle to compete with the misinformation that bombards citizens on a daily basis. Too many voters are being convinced that the private sector companies create negative influences on society, especially the Millennials who are more and more voicing support for democratic socialism. If nothing is done, the risks to long term corporate responsibility will continue to grow and the world will slowly lose the most prolific economic engine it has ever known. Moreover, many of the operational concerns of companies are best understood by the rank and file employees. Thus, strategy development is enhanced when the views of lower level employees are adequately collected, aggregated and summarized for boardroom deliberations. Unfortunately, the tone-at-the-bottom of a company seldom mirrors the tone-at-the-top. Employee engagement programs are designed to provide a direct conduit from the bottom of the organization into the boardroom, thereby bridging that gap. This book shows the way forward for private sector companies, investment activists and social activists as it shows how to get non-partisan civics education in the workplace in order to enhance the Tone-at-the-Bottom.

Let me be very clear, I believe we currently need capitalism. We need capitalism to stimulate ingenuity, creativity, prevent slothfulness, stimulate livelihoods, et cetera. The simple motivation of the individual to increase their chances or better themselves cannot be lost or ignored either. However, capitalism is under threat. But when I hear people discussing this threat, I rarely hear proponents asking the tough question of how it is possible that some are so susceptible to socialism. Unfortunately, in the minds of many people, capitalism has moved away from being a reward of motivation to better themselves or their situations, and a means for conquering challenges, encouraging ingenuity, hard work, and industriousness. Instead, it has become perceived as a means of punishment for circumstances beyond their control or for their nonconformity. It has also come to be viewed by some as a perception or justification not to care for fellow humans as much as is needed. When I was younger, I dreamed of having my own business. So, I worked hard and smart, went to the business college that I could afford, worked a job, took out student loans, and received my degrees. Even though I have long sensed abandoned that dream, I still believe in particular forms of capitalism. Yet, I fear when faced with the same or similar obstacles and experiences, that I have been faced with, younger generations may abandon capitalism. I do not want younger generations to abandon capitalism. I believe we must bring back the true opportunity and wonder that is in capitalism. I am not talking about doing for others but removing the impossible obstacles that are placed by others that are not of their own doing. Removing the hand that is pushing down often has more of an effect than giving a hand up. \ufeffI also believe capitalism is not exclusively under threat from socialism but from its own worst elements. We must not allow crony capitalism to sour the potential of capitalism. We must not allow some to be judged by separate standards of conduct. We cannot allow dishonor or lies to be justifiable or explained away. The double standards that we act upon, reluctantly accept, or even marginally tolerate today can be easily applied to us tomorrow. In these times we cannot afford for capitalism to become tarnished. Unless we police ourselves, many more may very well begin to abandon it.
