The vast disparities in college attendance and graduation rates between students from different class backgrounds is a growing social concern. Economic Inequality and Higher Education investigates the connection between income inequality and unequal access to higher education, and proposes solutions that the state and federal governments and schools themselves can undertake to make college accessible to students from all backgrounds. Economic Inequality and Higher Education convenes experts from the fields of education, economics, and public policy to assess the barriers that prevent low-income students from completing college. For many students from disadvantaged socioeconomic backgrounds, the challenge isn't getting into college, but getting out with a degree. Helping this group will require improving the quality of education in the community colleges and lower-tier public universities they are most likely to attend. Documenting the extensive disjuncture between the content of state-mandated high school testing and college placement exams, Michael Kirst calls for greater alignment between K-12 and college education. Amanda Pallais and Sarah Turner examine barriers to access at elite universities for low-income students—including tuition costs, lack of information, and poor high school records—as well as recent initiatives to increase socioeconomic diversity at private and public universities. Top private universities have increased the level and transparency of financial aid, while elite public universities have focused on outreach, mentoring, and counseling, and both sets of reforms show signs of success. Ron Ehrenberg notes that financial aid policies in both public and private universities have recently shifted towards merit-based aid, away from the need-based aid that is most helpful to low-income students. Ehrenberg calls on government policy makers to create incentives for colleges to increase their representation of low-income students. Higher education is often vaunted as the primary engine of upward mobility. Instead, as inequality in America rises, colleges may be reproducing income disparities from one generation to the next. Economic Inequality and Higher Education illuminates this worrisome trend and suggests reforms that educational institutions and the government must implement to make the dream of a college degree a reality for all motivated students.

In the aftermath of the Great Recession, the dominance of financial markets and their tendency towards crises have resulted in a small global elite capturing huge income increases while many working families have struggled with stagnating wages, job loss, and increasing poverty. At the same time, neoliberal policies, focusing on market deregulation and the decay of social safety nets, have been touted as the way forward despite their potential negative impacts on workers and the poor. In this dissertation, I examine the effects of neoliberalism and financialization on income inequality and distributional dynamics in affluent capitalist democracies in a variety of ways. Using an updated version of the Comparative Welfare States data set, I analyze 18 OECD nations from 1981 to 2011, a period where both neoliberalism and financialization have become the norm. First, I investigate the ways neoliberalism and financialization affect market-generated (pre-tax and pre-transfer) income inequality, redistribution, and state-mediated (post-tax and post-transfer) income inequality. Second, I focus on how these factors determine the top 1% share of total market-generated income because the 1% have experienced the largest financial gains over the last few decades. Third, I incorporate data from the Luxembourg Income Study (LIS) to examine the ways neoliberalism and finance have affected the 90-50 income ratio (comparing the top decile to the median worker), the 50-10 income ratio (comparing the median worker to bottom decile), and the 90-10 income ratio (comparing the top and bottom income deciles). This dissertation contributes to theoretical debates on neoliberalism, financialization, and inequality and provides rigorous empirical testing of current theories. Because the current literature is primarily focused on the United States, this also contributes to the comparative literature on financialization and inequality by focusing more generally on advanced capitalist democracies.

This paper demonstrates that high and rising corruption increases income inequality and poverty by reducing economic growth, the progressivity of the tax system, the level and effectiveness of social spending, and the formation of human capital, and by perpetuating an unequal distribution of asset ownership and unequal access to education. These findings hold for countries with different growth experiences, at different stages of development, and using various indices of corruption. An important implication of these results is that policies that reduce corruption will also lower income inequality and poverty.

Despite sustained economic growth and rapid poverty reductions, income inequality remains stubbornly high in many low-income developing countries. This pattern is a concern as high levels of inequality can impair the sustainability of growth and macroeconomic stability, thereby also limiting countries’ ability to reach the Sustainable Development Goals. This underscores the importance of understanding how policies aimed at boosting economic growth affect income inequality. Using empirical and modeling techniques, the note confirms that macro-structural policies aimed at raising growth payoffs in low-income developing countries can have important distributional consequences, with the impact dependent on both the design of reforms and on country-specific economic characteristics. While there is no one-size-fits-all recipe, the note explores how governments can address adverse distributional consequences of reforms by designing reform packages to make pro-growth policies also more inclusive.

Rubin discusses group or social behavior, including ethnic and racial conflict; altruism and cooperation; envy; political power; and the role of religion in politics 3/4 issues that have formed the hallmark of human social behavior. Adopting a Darwinian perspective, Rubin demonstrates why certain political-moral philosophies succeed or fail in modern Western culture. He begins by showing relationships between biology and natural selection and the history of political philosophy and explains why desirable policies must treat each person as an individual. He considers the notion of group identity and conflict, observing a human propensity to form in-groups, a behavior that does not necessitate but often leads to deviancies such as racism. In discussing altruism, Rubin shows that people are willing to aid the poor if they are convinced that the recipients are not shirkers or free loaders. This explains why recent welfare reforms are widely viewed as successful. Envy, a trait that is often counterproductive in today's world, is also addressed. In comparing major moral philosophical systems, Rubin contends that utilitarianism is broadly consistent with our evolved preferences. He illustrates evolutionary premises for religious belief and for desires to regulate the behavior of others, and how in today's world such regulation may not serve any useful purpose. Ultimately, Rubin argues that humans naturally seek political freedom, and modern Western society provides more freedom than any previous one. In light of his analysis, the author extrapolates that, while there are still areas for improvements, humans have done a remarkably good job of satisfying their evolved political preferences.
