With over 20 million people on its payroll, the government continues to be the largest employer in the country. Managing people who do the nation’s work is of critical importance to politicians and government leaders as well as citizens. The great recession of 2008 put enormous strains on governments, highlighting the key role personnel play in managing under times of austerity as well as prosperity. A thorough examination of political and historical aspects, Personnel Management in Government: Politics and Process, Seventh Edition provides students with a comprehensive understanding of human resource management within its historical and political context in the public sector. It discusses the development of public sector human resource management, the present status of best practices, and important insights from current scholarship on all three levels of government: federal, state, and local. See What’s New in the Seventh Edition: Personnel reforms under the Obama administration Pension developments at state and local levels of government Labor relations reforms at state and local levels, e.g. recent experiences in Michigan, Ohio, and other states making big changes to labor laws and policies Changes to diversity and affirmative action initiatives across the nation Developments in performance outcome initiatives at all levels of government During the 36 years since the publication of the first edition, the authors have addressed issues that were not yet considered mainstream, yet have become so over time. The seventh edition is no different. It examines progress that public personnel professionals are making to address changes in the political, legal, and managerial environment of the current decade. Exploring developments and innovations in the management of people who carry out the government's work, the book introduces students to public sector personnel management.

The vast disparities in college attendance and graduation rates between students from different class backgrounds is a growing social concern. Economic Inequality and Higher Education investigates the connection between income inequality and unequal access to higher education, and proposes solutions that the state and federal governments and schools themselves can undertake to make college accessible to students from all backgrounds. Economic Inequality and Higher Education convenes experts from the fields of education, economics, and public policy to assess the barriers that prevent low-income students from completing college. For many students from disadvantaged socioeconomic backgrounds, the challenge isn't getting into college, but getting out with a degree. Helping this group will require improving the quality of education in the community colleges and lower-tier public universities they are most likely to attend. Documenting the extensive disjuncture between the content of state-mandated high school testing and college placement exams, Michael Kirst calls for greater alignment between K-12 and college education. Amanda Pallais and Sarah Turner examine barriers to access at elite universities for low-income students—including tuition costs, lack of information, and poor high school records—as well as recent initiatives to increase socioeconomic diversity at private and public universities. Top private universities have increased the level and transparency of financial aid, while elite public universities have focused on outreach, mentoring, and counseling, and both sets of reforms show signs of success. Ron Ehrenberg notes that financial aid policies in both public and private universities have recently shifted towards merit-based aid, away from the need-based aid that is most helpful to low-income students. Ehrenberg calls on government policy makers to create incentives for colleges to increase their representation of low-income students. Higher education is often vaunted as the primary engine of upward mobility. Instead, as inequality in America rises, colleges may be reproducing income disparities from one generation to the next. Economic Inequality and Higher Education illuminates this worrisome trend and suggests reforms that educational institutions and the government must implement to make the dream of a college degree a reality for all motivated students.

Neoliberalism, Finance, and Income Inequality: an Examination of Affluent Capitalist Democracies PDF

In the aftermath of the Great Recession, the dominance of financial markets and their tendency towards crises have resulted in a small global elite capturing huge income increases while many working families have struggled with stagnating wages, job loss, and increasing poverty. At the same time, neoliberal policies, focusing on market deregulation and the decay of social safety nets, have been touted as the way forward despite their potential negative impacts on workers and the poor. In this dissertation, I examine the effects of neoliberalism and financialization on income inequality and distributional dynamics in affluent capitalist democracies in a variety of ways. Using an updated version of the Comparative Welfare States data set, I analyze 18 OECD nations from 1981 to 2011, a period where both neoliberalism and financialization have become the norm. First, I investigate the ways neoliberalism and financialization affect market-generated (pre-tax and pre-transfer) income inequality, redistribution, and state-mediated (post-tax and post-transfer) income inequality. Second, I focus on how these factors determine the top 1% share of total market-generated income because the 1% have experienced the largest financial gains over the last few decades. Third, I incorporate data from the Luxembourg Income Study (LIS) to examine the ways neoliberalism and finance have affected the 90-50 income ratio (comparing the top decile to the median worker), the 50-10 income ratio (comparing the median worker to bottom decile), and the 90-10 income ratio (comparing the top and bottom income deciles). This dissertation contributes to theoretical debates on neoliberalism, financialization, and inequality and provides rigorous empirical testing of current theories. Because the current literature is primarily focused on the United States, this also contributes to the comparative literature on financialization and inequality by focusing more generally on advanced capitalist democracies.

INSTANT WALL STREET JOURNAL BESTSELLER! |Bold, provocative...illuminates why we’re having fewer babies, the middle class is stagnating, unemployment is shifting, and new powers are rising.” —ADAM GRANT The world is changing drastically before our eyes—will you be prepared for what comes next? A groundbreaking analysis from one of the world's foremost experts on global trends, including analysis on how COVID-19 will amplify and accelerate each of these changes. Once upon a time, the world was neatly divided into prosperous and backward economies. Babies were plentiful, workers outnumbered retirees, and people aspiring towards the middle class yearned to own homes and cars. Companies didn't need to see any further than Europe and the United States to do well. Printed money was legal tender for all debts, public and private. We grew up learning how to |play the game,| and we expected the rules to remain the same as we took our first job, started a family, saw our children grow up, and went into retirement with our finances secure. That world—and those rules—are over. By 2030, a new reality will take hold, and before you know it: - There will be more grandparents than grandchildren - The middle-class in Asia and Sub-Saharan Africa will outnumber the US and Europe combined - The global economy will be driven by the non-Western consumer for the first time in modern history - There will be more global wealth owned by women than men - There will be more robots than workers - There will be more computers than human brains - There will be more currencies than countries All these trends, currently underway, will converge in the year 2030 and change everything you know about culture, the economy, and the world. According to Mauro F. Guillen, the only way to truly understand the global transformations underway—and their impacts—is to think laterally. That is, using “peripheral vision,” or approaching problems creatively and from unorthodox points of view. Rather than focusing on a single trend—climate-change or the rise of illiberal regimes, for example—Guillen encourages us to consider the dynamic inter-play between a range of forces that will converge on a single tipping point—2030—that will be, for better or worse, the point of no return. 2030 is both a remarkable guide to the coming changes and an exercise in the power of “lateral thinking,” thereby revolutionizing the way you think about cataclysmic change and its consequences.

Does Corruption Affect Income Inequality and Poverty? PDF

This paper demonstrates that high and rising corruption increases income inequality and poverty by reducing economic growth, the progressivity of the tax system, the level and effectiveness of social spending, and the formation of human capital, and by perpetuating an unequal distribution of asset ownership and unequal access to education. These findings hold for countries with different growth experiences, at different stages of development, and using various indices of corruption. An important implication of these results is that policies that reduce corruption will also lower income inequality and poverty.

To find the Two Root Causes of Income Inequality, the following questions had to be answered: 1. Why are corporate profits and stock prices soaring, while the middle class is falling apart? 2. Are new economic measurements needed to measure the health of the US economy - and what are they? 3.Do half (Romney's 47%) of Americans really pay no taxes? What % of their incomes do they really pay in taxes? 4. What is the cause of so much short-term thinking in US business today? 5. Are there really two very different kinds of patriotism - |flag-waving| patriotism and |economic| patriotism - each of which has a very different effect on the middle class and other ordinary (not rich) Americans? 6. Who are the real job creators? These and many other questions and answers come from a new research lens that takes into account the radical changes in the American economy in last 30 years. Louis Cohen, an established researcher of 30+ years, tackles these questions and more, using research methods developed during his commercial career, and re-applying them for the benefit of a middle class that is hurting. Dr. Cohen has also developed a practical single solution to Income Inequality and the other economic problems afflicting the middle class and other ordinary (not rich) Americans.

Despite sustained economic growth and rapid poverty reductions, income inequality remains stubbornly high in many low-income developing countries. This pattern is a concern as high levels of inequality can impair the sustainability of growth and macroeconomic stability, thereby also limiting countries’ ability to reach the Sustainable Development Goals. This underscores the importance of understanding how policies aimed at boosting economic growth affect income inequality. Using empirical and modeling techniques, the note confirms that macro-structural policies aimed at raising growth payoffs in low-income developing countries can have important distributional consequences, with the impact dependent on both the design of reforms and on country-specific economic characteristics. While there is no one-size-fits-all recipe, the note explores how governments can address adverse distributional consequences of reforms by designing reform packages to make pro-growth policies also more inclusive.

2003 Choice Outstanding Academic Title\u200b Darwinian Politics is the first book to examine political behavior from a modern evolutionary perspective. Here, Paul H. Rubin discusses group or social behavior, including ethnic and racial conflict; altruism and cooperation; envy; political power; and the role of religion in politics 3/4 issues that have formed the hallmark of human social behavior. Adopting a Darwinian perspective, Rubin demonstrates why certain political-moral philosophies succeed or fail in modern Western culture. He begins by showing relationships between biology and natural selection and the history of political philosophy and explains why desirable policies must treat each person as an individual. He considers the notion of group identity and conflict, observing a human propensity to form in-groups, a behavior that does not necessitate but often leads to deviancies such as racism. In discussing altruism, Rubin shows that people are willing to aid the poor if they are convinced that the recipients are not shirkers or free loaders. This explains why recent welfare reforms are widely viewed as successful. Envy, a trait that is often counterproductive in today's world, is also addressed. In comparing major moral philosophical systems, Rubin contends that utilitarianism is broadly consistent with our evolved preferences. He illustrates evolutionary premises for religious belief and for desires to regulate the behavior of others, and how in today's world such regulation may not serve any useful purpose. Ultimately, Rubin argues that humans naturally seek political freedom, and modern Western society provides more freedom than any previous one. In light of his analysis, the author extrapolates that, while there are still areas for improvements, humans have done a remarkably good job of satisfying their evolved political preferences.

The Committee to Destroy the World PDF

An updated examination of what's weakening the U.S. economy, and how to fix it The Committee to Destroy the World: Inside the Plot to Unleash a Super Crash on the Global Economy is a passionate and informed analysis of the struggling global economy. In this masterfully conceived and executed work, Michael Lewitt, one of Wall Street's most respected market strategists and money managers, updates his groundbreaking examination of the causes of the 2008 crisis and argues that economic and geopolitical conditions are even more unstable today. His analysis arrives in time for the impending economic and geopolitical debates of the 2016 election season. Lewitt explains in detail how debt has now overrun the world's capacity, how federal policies of the past few decades have created a downward vortex sapping growth and vitality from the American economy, and how greed and corruption are preventing reform. The financial crisis created tens of trillions of debt, leaving investors to pay a huge price for these policy failures: The highest asset inflation we've seen in our lifetimes, although the government claims there isn't enough inflation More than $2 trillion of stock buybacks funded with low cost debt that are artificially inflating stock prices The Federal Reserve and other global central banks becoming the largest buyers of government debt in order to suppress interest rates An M&A boom resulting from companies needing to find growth outside of their core businesses While the financial media misses the story, Lewitt pulls no punches explaining how all of these trends are leading to the brink of another crisis. Lewitt lays out a survival plan for the average investor to protect their assets when the debt bubble bursts. The first edition of this book expressed hope that policymakers would not let the financial crisis go to waste. This book urges investors to learn from the crushed hope and take action before the next crisis.

In this important book, William J. Baumol, Robert E. Litan, and Carl J. Schramm contend that the answers to these questions lie within capitalist economies, though many observers make the mistake of believing that |capitalism| is of a single kind. Writing in an accessible style, the authors dispel that myth, documenting four different varieties of capitalism, some |Good| and some |Bad| for growth. The authors identify the conditions that characterize Good Capitalism--the right blend of entrepreneurial and established firms, which can vary among countries--as well as the features of Bad Capitalism. They examine how countries catching up to the United States can move faster toward the economic frontier, while laying out the need for the United States itself to stick to and reinforce the recipe for growth that has enabled it to be the leading economic force in the world. This pathbreaking book is a must read for anyone who cares about global growth and how to ensure America's economic future.

Since 1995, USC's Center for Effective Organizations (CEO) has conducted the definitive longitudinal study of the human resource management function in organizations. By analyzing new data every three years since then, the Center has been able to consistently chart changes in how HR is organized and managed, while at the same time providing guidance on how professionals in the field can drive firm performance. Global Trends in Human Resource Management, the seventh report from CEO, provides the newest findings about what makes HR successful and how it can add value to organizations today. Edward E. Lawler III and John W. Boudreau conclude that HR is most powerful when it plays a strategic role, makes use of information technology, has tangible metrics and analytics, and integrates talent and business strategies. To adapt to the demands of a changing global marketplace, HR is increasingly required to span the boundaries between its function, the organization as a whole, and the dynamic environment within which it operates. This report tracks changes in a global sample of firms that shows how HR differs across Europe, the U.S., and Asia, providing an international benchmark against which to measure a company's practice and shows how HR can adapt in a rapidly changing landscape.

|Billionaire Wilderness offers an unprecedented look inside the world of the ultra-wealthy and their relationship to the natural world, showing how the ultra-rich use nature to resolve key predicaments in their lives. Justin Farrell immerses himself in Teton County, Wyoming-both the richest county in the United States and the county with the nation's highest level of income inequality-to investigate interconnected questions about money, nature, and community in the twenty-first century. Farrell draws on three years of in-depth interviews with |ordinary| millionaires and the world's wealthiest billionaires, four years of in-person observation in the community, and original quantitative data to provide comprehensive and unique analytical insight on the ultra-wealthy. He also interviewed low-income workers who could speak to their experiences as employees for and members of the community with these wealthy people. He finds that the wealthy leverage nature to climb even higher on the socioeconomic ladder, and they use their engagement with nature and rural people as a way of creating more virtuous and deserving versions of themselves. Billionaire Wilderness demonstrates that our contemporary understanding of the relationship between the ultra-wealthy and the environment is empirically shallow, and our reliance on reports of national economic trends distances us from the real experiences of these people and their local communities|--

Income Inequality, Air Toxics and Variation in Adverse Birth Outcomes in Missouri Counties PDF

The rate of adverse birth outcomes varies significantly across Missouri counties. Most investigations into the causes of this variation have focused on variables measured at the individual level. I investigated the potential additional contribution of social and ecological variables, specifically income inequality and air toxics. The study included all singleton births to African-American or non-Hispanic white mothers in Missouri during the years 1989 to 1991 (n = 223,456). Logistic regression for the outcome low birth weight, as well as its two primary components, preterm births and intrauterine growth retardation, was performed using a multilevel model. A multilevel analysis was also conducted for the continuous outcome variable of birthweight. The first level included known individual-level risk factors of socioeconomic status, age, maternal smoking, ethnicity, adequacy of prenatal care, pre-pregnancy body mass index, weight gain during pregnancy, number of previous children and marital status. Level two of the analysis estimated the effects of variables measured at the county level, including six different measures of income inequality and modeled ambient air concentrations of the main air toxic of interest, polycyclic organic matter. A third level of the analysis controlled for spatial autocorrelation, or similarity of counties within regions. Income inequality was positively associated with all of the adverse birth outcomes. Four of the six inequality measures demonstrated strong associations, before and after controlling for individual-level risk factors. Polycyclic organic matter was strongly associated with preterm births, but not with intrauterine growth retardation. It was positively, but weakly associated with low birth weight and birthweight. The results indicate that an ecosocial framework improves prediction of adverse birth outcomes when compared to a focus exclusively on individual-level variables. The contribution of these macro-level variables is relatively small when compared to some known individual-level risk factors. However, the public health significance of income inequality and air toxics may be quite important because, unlike individual-level risk factors, they affect most, if not all pregnant women. Furthermore, the prevalence and the strength of some important individual-level risk factors were themselves found to be associated with income inequality.

Economic Inequality and the Household PDF

Concerns about economic inequality can be dated back to the ancient Greece and in the Roman law (cf. Roemer 1996; World Bank 2006), and inequality has continued to be a subject of interest up to nowadays (an example can be found in Van Parijs 1995; 2015).Notwithstanding, the empirical interest on inequality vanished after the WWII. This was a reaction to the decline, and the following stagnation, that income inequality experienced in that period. In this regard, Aaron observed in 1978 that studying inequality were as exciting as watching the grass grow. However, as also Figure 1 shows, since the 1980s the vast majority of industrialized countries experienced rising income inequality. The sharpest increase in relative terms has been observed in northern Europe, traditionally characterized by low levels of inequality, but an even greater increase in absolute terms has been registered in countries reporting the highest levels of inequality: such as the United States and the United Kingdom (Atkinson, Rainwater and Smeeding 1995; Gottschalk and Smeeding 2000; OECD 2008; 2011; Brandolini 2009; Brandolini and Smeeding 2009; Esping-Andersen 2009).Consequently, as Atkinson observed in 1997, income distribution has been ‘brought in from the cold’ (cf. also Jenkins and Micklewright 2007; Salvedra, Nolan and Smeeding 2009). Indeed, from the 1980s onwards the interest in economic inequality has been revitalized, and represents now one of the core concerns and an important field of research of many disciplines, including sociology, economics, and demography. This book is inserted in this recent debate, and it will mainly profit from the theoretical and empirical contributions of the last three decades.

What unites Google and Facebook, Apple and Microsoft, Siemens and GE, Uber and Airbnb? Across a wide range of sectors, these firms are transforming themselves into platforms: businesses that provide the hardware and software foundation for others to operate on. This transformation signals a major shift in how capitalist firms operate and how they interact with the rest of the economy: the emergence of platform capitalism. This book critically examines these new business forms, tracing their genesis from the long downturn of the 1970s to the boom and bust of the 1990s and the aftershocks of the 2008 crisis. It shows how the fundamental foundations of the economy are rapidly being carved up among a small number of monopolistic platforms, and how the platform introduces new tendencies within capitalism that pose significant challenges to any vision of a post-capitalist future. This book will be essential reading for anyone who wants to understand how the most powerful tech companies of our time are transforming the global economy.|

Political Capitalism PDF

Problems associated with cronyism, corporatism, and policies that favor the elite over the masses have received increasing attention in recent years. Political Capitalism explains that what people often view as the result of corruption and unethical behavior are symptoms of a distinct system of political economy. The symptoms of political capitalism are often viewed as the result of government intervention in a market economy, or as attributes of a capitalist economy itself. Randall G. Holcombe combines well-established theories in economics and the social sciences to show that political capitalism is not a mixed economy, or government intervention in a market economy, or some intermediate step between capitalism and socialism. After developing the economic theory of political capitalism, Holcombe goes on to explain how changes in political ideology have facilitated the growth of political capitalism, and what can be done to redirect public policy back toward the public interest.
